Song Yo-chan / 송요찬 1918 doğumludur. 22 Temmuz 1961den 10 Ekim 1961 tarihine kadar dışişleri ve ticaret bakanlığının başı ve korgeneral olarak görev yapmıştır. Bu dönemde ordudaki tüm sorun çıkaran subayların tutuklanmasını emretmiştir.
Washington'da George Washington üniversitesinde politika ve ekonomi okumuştur, Başkan Syngman Rhee Güney Kore cumhuriyetinin bu zor ve sorunlu günlerinde sıkı yönetim ilan etmiştir. Song Yo Chan öğrenci önderliğindeki öfkeli protestocuları red etmiştir. Protestolar Nisan Devrimi olarak da bilinir. Sonuç olarak, Park Chung-hee Güney Korenin ikinci cumhurbaşkanı oldu.

Song Yo Chan was born on 1818. He had been the head of the Ministry of Foreign Affairs and Trade from 22 July 1961 - 10 October 1961 and was a Lieutenant General. He ordered the arrest of corrupt officers in the army.
He had studied politics and economics at George Washington University in Washington. During the final days of the First Republic of South Korea of president Syngman Rhee, he declared martial law. Song Yo Chan refused to quell the student-led protesters. The protests are known as the April Revolution. As a result, Park Chung-hee became the next president of South Korea.
